Question

Which percentage is closest in value to 0.0099?

  • A0%
  • B0.1%
  • C1%
  • D100%
Show the answer

Correct answer: C

Since 0.0099 is equal to 0.99%, the answer option closest to that value is 1%.

Question analysis

This percent question asks which of four percentages is closest in value to the decimal 0.0099. Students convert a small decimal to a percent by multiplying by 100, then compare it with choices that differ by factors of ten. Moving the decimal point the wrong number of places, or reading the digits 99 as a percent, leads to wrong answers.

Below grade 7 Converting a decimal to a percent is grade 6 work. This decimal has two zeros before its first digit, so the point must move carefully, but it is a single conversion followed by picking the nearest choice, below typical grade 7 demand.

Why it is hard, traps and wrong answers (shows the answer)

Why it is hard

One conversion answers the question, and the choices are spaced by powers of ten, so the work is all in the decimal places. A decimal this small looks like nothing, and students who forget to multiply by 100 see it as nearly 0%. Others move the point the wrong number of places or read the digits 99 as a percent. Seeing that 0.01 is exactly 1% puts 0.0099 just below it.

  1. Error-prone arithmetic minor Working it out

The decimal 0.0099 has two zeros before its digits, so moving the point two places gives 0.99, and miscounting the places lands on 0.1% or 99%. (Brown & Burton, 1978; Junker & Sijtsma, 2001)

  2. Something you must already know minor Working it out

Students must know that a percent is a number of hundredths, so 0.0099 is multiplied by 100 to become 0.99%, a rule the question takes for granted. (Anderson & Krathwohl, 2001)

Strategy: Multiply the decimal by 100 to write it as a percent, moving the point two places to the right, then choose the percent nearest to that value.

Traps

  • Misunderstands the concept: A wrong belief about a concept: that percents can be added, that area grows like length, that averages can be averaged, that a bigger denominator means a bigger fraction.
  • An arithmetic slip: The right method with a plausible arithmetic error: a digit, a place value or a times-table fact.
  • Numbers taken from the question: Combines the numbers in the question without a model of the situation, or is simply a number that appears in the question.

Worked solution, step by step

Formulas used

Decimal to percent
percent=decimal×100\text{percent} = \text{decimal} \times 100
A percent is a number of hundredths. To change a decimal into a percent, multiply by 100. That moves the decimal point two places to the right. For example, 0.25 × 100 = 25, so 0.25 is 25%.
  1. Sort out the question

The number 0.0099 is a decimal, but the choices are percents. To compare them, change 0.0099 into a percent first. Then find the choice nearest to it.

  2. Change the decimal to a percent

    percent=decimal×100\text{percent} = \text{decimal} \times 100

    0.0099×100=0.990.0099 \times 100 = 0.99

So 0.0099 is 0.99%. The decimal point moved two places to the right. Watch out: 0.0099 is not already a percent. Reading it as 0.0099% points to 0%, choice A.

  3. Find the nearest choice

Find how far 0.99% is from each choice.

    ChoiceDistance from 0.99%
    A, 0%0.99
    B, 0.1%0.89
    C, 1%0.01
    D, 100%99.01

Watch out: moving the point only one place gives about 0.1, choice B. So the answer is C, 1%.

Check your answer

Work the other way. 1% is 1 out of 100, or 0.01. And 0.0099 is just a tiny bit less than 0.0100. So 0.0099 is very close to 1%, just a little less.
